I want to gain better access to the wiring beneath the steering column. Where are the bolts or does it simply pop off?

there are two screws that attach the hood release handle thing to the console, those screws also hold the plastic to the metal. if you look at the hood release thing from teh bottom you will see the screws. Take them off. The rest is just clips. I think there is one in each corner. Also i find it easier to remove teh end caps first, teh plastic trim peaces on each end of the entire console (the door closes over them) they are only held by clips, i think you actaully have to take these off, something is telling me that these attach to the lower dash. The parking prake release will still be attached to the lower dash plastic you want to take off. The lower dash will still have the parking brake attached to it, so if you want to completely take the plastic peice off, disconnect teh parking brake realease by twisting the release. This is a bad explenation but when you take the lower dash off, look at the parking brake release from teh back and you will see what i am talking about, and to pull it out you will need to separate the tab part of the release (the part you hold with your finders whnyou pull) from teh attaching part. you can also see what i am talking about by looking at the parking break release where you put you fingers to pull, there will be a little tab on ewach side of the square thingy.

Its kida long and non technical but i hope it helps, if something is confusing let me know. If you still need help maybe someone else can post in more technical terms, or i could get ome pics for you.
