Sorry about the fact that you're going through hell. My wife and I went through that once before (when we were engaged, and she was living in Orange County).
So - I've had a bunch of experience with that garbage. It's not fun, it sucks, and be thankful you don't have personalized plates - they stole both of my wife's, and we had to ditch them because of the incident. It was a royal pain in the @$$.
At first, OCSD didn't want to file the report. DMV was insistent about it, so I got tired of it, got the DMV rules, went to a substation, and walked out with the report.
And, to boot, we had to wait 3 weeks. So we ran around with a 8x11 piece of paper taped to the window with the old plate # and the OCSD report #. This, of course, was before the faster "computerized" systems used now.
