I had the front plate installed a few days ago, I thought I will give the gang a report. It is actually super easy, and I am very embarrassed it turned into such a fuss.
1- Pull out the 2 front plate black plastic plugs slightly.
2- Put masking tape around the plugs to prevent any scratch to the black metal bumper.
3- Use any basic pliers with teeth to grab the plug head and pull it straight out.
4- Each Hummer comes with a plastic front plate frame.
5- Fit the top 2 legs/pegs into the square holes on the front bumper.
6- Gently hammer in at the 2 top holes/pegs. Should hold well.
7- screw in the front license plate.
My initial failure to tackle this elementary task was caused by:
1- I did not want to accidentally scratch the bumper, solved by Todd’s suggestion of masking tape.
2- I did not know the Hummer plastic front plate frame was designed to fit into the holes in the front bumper.
