That is true, but only because International Harvester did not have the money to redesign into a fuel efficient vehicle that could meet future emissions. One reason why they had such a reputation was they primarily used Loadstar engines, from their truck lines.
IH at that time was going broke, and in the early 80s, IH started selling off all their divisions, including their agricultural division to Tenneco, and since the IH name was part of the Ag division, Tenneco obtained the rights to Harvester.
They reincorporated as Navistar, with a division called International Engine.
Only reason I know this, is my ex-brother in-law was a head engineer in their AG division and ended up working for Tenneco.
