Sounds like you're doing the right things.
Maybe the DVD doesn't contain info for your neighborhood? Entirely possible if you live in a new part of town or a neighborhood that's secluded/private.
How about trying to input the address of a prominent, older building in town? That'll at least give you some indication of whether or not the unit is functioning at all.
