Yes that is normal. The ring sits in a recess in the side gear and the spider gear cross shaft holds them in place. Those rings are retainers for the "C" clips. Its not necessary to remove them for a front locker install as the front axle shafts have a spring clip that sits in a grove in the end of axle to retain them. The front is very similar to the rear and the REAR would require removing the cross shaft retaining bolt, cross shaft, those retainer rings in the picture, then the "C" clips in the end of the axle to remove the axle from the carrier so the carrier can be removed from the axle housing. Not as complicated as it sounds.
BE SURE YOUR INSTALLER REPLACES THE RETAINING RINGS ON THE END OF FRONT AXLE SHAFTS!
give me a few minutes and I will find the part # for the retainer rings, they are only about a buck apiece.
