Turbo relies on exhaust gases to increase boost, supercharger relies on a belt. Exhaust gas build up does not happen immediately to spin the turbine enough to create a large amount of boost. I have driven a turbo DMAX and max boost is not until around 2700 rpm, off the line there is almost NO boost.
Possibly some other diesel engine turbos work differently, as I know some gas engine turbos create boost quicker.
