Per the GM electronics parts catalog, the kit package for this part number includes 4 tie downs; not 2.

 Thanks I wrote down info in my little book some time ago and someone listed 2 per set,Price for getting 4 is decent 
What does that little plastic washer do at the bottom,I lost one ? doesn't look like it needs it .
