Never heard about steel belts weakening the tire like that. But if it's true, why would automakers recommend a dangerous rotation schedule. And why would OEM tire makers allow it? The lawsuits would put them all out of business. Almost happened to Firestone and Ford.
afaik, almost all modern radial tires are steel-belted.
