At least I now know that the adjustment is made at the upper control arm bolts. It appears that there are a zillion ways to adjust camber in the automotive world (shims, ball joints etc..). About the the J 45938 tool?. I suppose it's to hold the control arm firmly in pace after you loosen the upper control arms bolt and to enable you to pull or push the arm with some degree of control.

Will see if I can do without.
