The straps start at the middle of the tire in the picture and run to the bottom. There are no more tubes below the silver cross bar even though the pic kinda looks like it. You should be able to keep the soft cover on just fine. It will help protect your wheel from being scratched by the silver cross bar too. I don't think this rack will work with the hard tire covers though.

Thanks ... Been shopping on line for it and just spoke to the Mfg. It's there model # 3030.... Best price I can find is $98.00. Your link is $58.00 but they don't have on line sales. Can't seem to find that model in the Atlantic City Area..
