That's a good question. I believe there's an initial cost AND a yearly fee.
That said...I'm fairly certain that only an authorized GM dealer can purchase the software. I found a copy on the Internet a while back and pulled it down...not the most 'legal' of acquisitions, but neither was half of my mp3 collection.
