That is the speaker and yes it is a low< loud buzz type sound. Called a Klaxton sound. The frequency is designed to cut through most normal sound in a car [radio, fan talking etc.)

The speaker and airhorn/pa are 100 watt output
which equates to about 135 decibles. The same output as most police and fire sirens. This speaker if located behind the front grill without to much obstruction and facing forward will be very loud. Most police cars use smaller profile speakers and often have them pointed of center and don't get the full output of sound.
I have used Welen sirens and speakers for years and always locate the speaker for maximum sound output. I am always able to get everones attention and get them out of my way. I use this tone on my siren to clear intersections. It even gets the attention of the airheads with the 10 thousand watts of rock blasting in the car.
