This is what I got back from OSRAM Sylvania
Customer Service
Thank you for your inquiry. Currently, there are no plans to offer part
H13 in a SilverStar upgrade. We have received many requests for this
part in a SilverStar upgrade, but because of the current government
guidelines, we are unable to develop this part in a SilverStar. The
National Highway Traffic Safety Administration (NHTSA) wrote it into
this part's specification that this bulb capsule must remain a clear
quartz glass. Part of upgrading a part to SilverStar is coating the
capsule with an amethyst colored enamel. NHTSA has specified that we
cannot do this with this part. Even if NHTSA were to reconsider, it
would take us approximately one year to develop and launch this part in
SilverStar. This part is currently only available in the standard format
and as part of the XtraVision product line. The XtraVision would offer
the standard color of light; however, it has been through a filament
redesign which takes the light that would get lost as it goes up into
the darkness and focuses it back downward to the shoulder and foreground
area of the vehicle. The H13XV will provide approximately 20% more
useable light than their stock counterparts. These bulbs can be
obtained from stores such as Tire Warehouse, Pep Boys, AutoZone, and
Checkers.

Hoen will be releasing their H13 in the "zenonmatch" series by end of year. Early order price was (I think?) $39.00/set. These are really nice lights - I had them on my Z06 Vette. FYI.

The driver side is the
H13XV
The passenger side stock OEM.
I'm not so sure that's 20% more useable light.

I now have Nokya Hyper White Stage II!

WPBGUY What harness, etc. did you use for those Nokya Stage II's? Do you have a manufacturer, part#, or any other info you can provide for the harness and any additional equipment to use those stage IIs? I have not heard anything good about the lower watt Hyper White Nokya bulbs, so the stage II might be the way to go.

Do you have any pics??
Did you just replace the bulbs or up grade the harness??
Do you run on high beam at all, or just lows?
