Chinese Anti-Reincarnation Regulations
In one of history's more absurd acts of totalitarianism, China has banned Buddhist monks in Tibet from reincarnating without government permission. According to a statement issued by the State Administration for Religious Affairs, the law, which goes into effect next month and strictly stipulates the procedures by which one is to reincarnate, is "an important move to institutionalize management of reincarnation." http://www.msnbc.msn.com/id/20227400/site/newsweek/

I wonder about the enforcement mechanism though. If you die and return as a goat, do they put you in a gulag?

I read where they are going to make it a capital offence - death penatly for all who come back as an unapproved entity. This will be a vicious circle.

Right. Then the dead goat guy will just come back again as Chiang Kai-shek or something, just to piss them off.
