I removed the spare tire from the rear and the small bolt that held down the tool kit is sticking out. I removed the top part of it with a pipe wrench but the threaded part below is being stubborn. Does this bolt twist off or does it need to be cut off?

I cut mine off.

I used the thin metal plate, large bolt and thread (sticking out) to hold toolkit in place, just where the spare tire used to be.
Also had someone fabricate a bracket to hold the jack in (original) place ($ 10).
Don't have any storage room left under 2nd row seats.

It is a weld stud and therefore welded to the floor. Cutting is the only way to rid yourself of it .
