I was looking under the dash at the steering wheel and there are a whole bunch of (unattached) wires that look like they are used for the towing package. They are not connected and I am wondering if I could tap those wires to an on/off switch. Those wires should be attached back to the tow receiver where I could connect to the newly installed fog lights?

So, you could tap into the red wire (B+ through a 30Amp Fuse) at the I/P bundle attach this to one side of the switch, then attach the dark blue wire to the other side of the switch.
The rear fogs you can then power off the dark blue wire. For a ground, just attach to somewhere on the rear bumper should be good enough.

They don't really decrease the approach angle but you never know. Thanks again f5fstop for the wiring information.
It looks like mine after hurricaine Wilma hit it.
