Well judging by the haircuts and farmer john tans I am guessing Army. Us Marines would have used that as an interrogation tactic and not actually climbed in to test it out first.

Hmmm...why would you have to isolate anything electrical on an oil field....
Do you think the Chinese or the Russians are going to pay attention to any "lock-out/tag-out" procedures anyways!
