Hummer Nav & Tire Rack

I talked to this guy (PCM124) (JUSTIN) on the phone, he sounded like a good guy so I made him an offer on his rear tire carrier and he accepted. I paid him with PayPal 1 week ago and so far never got a tracking number. He told me last week the shipping company couldn't pick it up due to bad weather?? I called him and texted him multiple times over the past 4 days and so far got no call back.
Of course anything could have happened here so I'm not saying he ripped me off yet ... just saying be careful with any more purchases from him until we know he's a stand up guy.
