Default fender flairs needed?

hi i just got my h2 lifted and i was wondering if i have to get fender flairs? i am in maryland and i was wondering what the law was? i was wondering if the fenders have to cover the tires? if so anyone have any recomendations on what to get? thanks

I used Street scenes



As you can see, at a distance even with 38-15.5's, the tires still stick out a bit... enough to still throw crap all over the place. I really wanted the wider EG classic flares but I don't want to drill holes in the body.
