Am I to understand that all you're looking for is a power supply for the license plate lights?

If so, just tap into any constant power source. It doesn't matter if they're on during the day, you can't see them anyways.

Isn't there an inside light on the rear tailgate?

You can get your powersource from almost anywhere. I always stay away from tapping into brake/taillight power sources.
