Tower, I am not entirely sure what you meant but wanted to make it clear that higher wattage and larger lens lights DO NOT make for better FOGS.

All lights diffuse the light output in some way and the stray lights is what causes the issue with visibility in fog. Higher wattage bulbs will increase the amount of stray light output and provide more glare to the driver. There is a nice balance to be achieved by bulb size and lens design/size.

Well designed fogs will have a flat cut-off at the top of the beam and that is the main design that makes them effective aside from mounting them as low as possible.
