With my military background as well as my law enforcement background I would reverse the flag on the shoulder (the translation is that stars lead the way)

Not sure what a military background (which I also had for a limited time) or a law enforcement background (which I guess you could say I had for 16 years; kind of), is relevant in knowing how to display a flag. Not sure what you mean by "stars lead the way," but here is information on now to display a flag.
Whether or not the stars lead or do not lead the way, is irrelevant. The flag should be shown according to etiquette; irregardless of the stars leading the way.
Look it up, whenever the US flag is displayed in a manner other than being flown from a staff, the union must be to the flag's right, or in other words to the observer's left. (The union, in case you didn't know, is the blue field.) The US flag shown on the arm is displayed correctly.
I'm sure if you do an Internet search, you will find this is correct.
