car drives, lights work, etc but the entire instrument panel incl. gas gauge, odometer, speedometer all off . checked fuse and it's ok. any thoughts? thanks

Take it to your dealer a simple ipc reprogram will fix your concern.

Maybe when they replaced your BCM some wires or connectors weren't put on tight enough and came loose.
