CTIS partially working

My 2002 wagon has recently developed a CTIS problem (stock system), the front works as normal but the rear will not pump up. When I try to air up the rear tires the gauge pegs at the high end and the tires get no air. Is there a solinoid that may be stuck closed? (If so, where is it and is there a web site where I can download a shop manual?)
