well thanks for all your help. the dealer wont cover bc im out of warrenty so i went to a friends body shop and he will get me a new one for 395.00

It sounds like this is too late to help you, but I found the GM Service Bulletin number regarding the side mirrors. So, for others that read this post that have the problem of them being loose and highway speeds blowing them inward:

# 030-864-010
"Outside rearview mirrors may blow in at highway speeds or power folding feature appears inoperative."

I had this happen to both my mirrors. They never folded all the way in, and they were loose. I thought I would have to replace them. But a salesman at Ontario Hummer was familiar with the mirror problem on the 2003 H2's. He simply held the buttom down to fold them in, kept holding it and they reset. They have been working just fine ever since.
