Default Air conditioning fan controls

The air conditioning in my '96 was cool but not cold. Ambient temp about 78 engine temp 200. Low side pressure appox 42# (not low) The air coming out of the passenger (rear) vents was cooler. I noticed that the electric fans were not operating. I looked at the fan relay and found the loose control wire. The wire was "just" long enough to reach the drier. The two leads to the drier have connectors (female) to enable the connection to the relay wire. Both wires to the drier are hot (always). The relay didn't function - bad ground to the relay. Now the electric fans run while the air conditioning is on "and" the HVAC fan switch on the operator control is on any speed. when the operators fan speed control switch is off the fan quits.
Does anybody have any insight to the drier wiring?

Ouch. please replace suction accumulator for drier. I think the wires are the clutch contol- thanks
