Having 26"s on your H2 increases the stress on the idler arm and tie rod ends especially. It could be that you've weekend these over a period of time there for your steering pump may be having to work harder. I may have alright caused harm to the pump, i couldn't say for sure since I've never seen your car. I would recommend replacing/upgrading those parts in particular the other ones you listed are optional but would also be helpful if upgraded. Then if it's still giving you trouble, you probably have damaged the pump and would need to simply replace it.
Note: You shouldn't have to upgrade the pump in any way, as long as you upgrade those parts that go with it then that should take all strain away from the pump and not cause damage again.

Here's my suggestion towards building a better handling H2. It sounds like your steering got loose. The pitman/ idlers will go fast with heavy wheels like that. Many of us that wheel replace these more than we like. So to correct the issues at hand, and upgrade to a more realiable/enjoyable H2:

ADD:
*Cognito pitman/ idler support kit $216
*Cognito Idler Pivot kit $200
*Rancho steering stabilizer $55
*Fabtech Tierods. $225
*Change out factory shocks. Rancho 9000's are nice and adjustable to your taste $400 for the set of four
* Edelbrock Panhard Rod $125
* Edelbrack Rear Trailering arms $340

These will all improve your ride/handling and help with all that added weight those wheels added on the front end. I would start with this list first. You will notice a night and day difference!!!!

At some point, you may want to look into a BIG Brake kit. Brembo has nice kit but very pricey.

Good luck.
