GM may assemble Hummer H2 vehicle in Russia

MOSCOW, Aug 25 (Reuters) - General Motors Corp (nyse: GM - news - people) may start to assemble its Hummer H2 sports utility vehicle at Russia's Avtotor factory, Avtotor said on Monday.
"The cars should be assembled in our Kaliningrad plant, where we already assemble BMWs and KIAs," Avtotor's press secretary Pavel Leshakov said at a motor show, adding that an agreement was due to be signed on August 27.
Leshakov could give no more details.
The Hummer H2 is a cheaper and more refined version of GM's Hummer, based on the military Humvee.
It has dominated the top end of the U.S. auto market since its launch in July 2002.

Maybe that's deal is intended for H2s sold in Eastern Europe? I agree it is an odd deal and would make no sense at all for U.S. domestic H2s.

Clearly the report was mistranslated from Russian. The reality of the story is that Kaliningrad is the city where an H2 would get stolen the fastest.
Kaliningrad is an enclave of Russia with special trade status (i.e. similar to a Free Trade Zone), and access to the Baltic is a plus. Other than that; how can GM expect to sell the H2s in Europe to any respectable volume?
I drove past Kaliningrad as fast as our little Fiat could go - it's a very dangerous city and the mafia will shoot you and take your car if they see fit.
