To me it would seem to make more sense to give a loan car to someone who has spent money with you and has a relationship with you rather than have a loyal customer be forced to wait because you just gave out your last loan car to someone who didn't even buy the car from you.

That is bad business because they just turned away a future potential customer, and now more than likely most people he comes into contact with. Best business is word of mouth, do something nice, people talk, do something not nice people talk.
If there are no loaners left, i'm sure the manager drives a demo of some sort, a good manager would loan that out
