They don't need to bounce back, thats what your coil/leaf/air springs are for, they hold the body up off of the suspension and raise the body back up after it compresses from a bump or dip.

A shock controls the rate of compression and rebound of the springs. Helps to smooth all of that movement out, otherwise your vehicle would hit a dip, or a bump and continue to bounce for 3 blocks. I'm sure you've seen a car like that on the road, maybe someone driving beside you, you hit a little dip or bump in the road, probably didn't even notice it yourself, but their car keeps bouncing.

Rancho makes a good shock. I had 4 of the RS9000's on a truck with airbags and they were great. Your shocks are the same shock, just without the 5-way adjustability.
