Yes. Different states have different laws. Some are no-fault, some aren't. Some mandate certain PIP/liability/uninsured/medical payout levels some don't. Some people have a $100 deductible, some carry a $1000.

Why wouldn't credit rating matter? Actuarially, it's a quick and dirty representation of your degree of responsibility, as is age, marital status, gender, driving record, whether you own or lease the car, whether yuo own or rent your home, your degree of education, etc.

So for rate comparisons, you really need to talk to someone with at least the same vehicle, in the same state, with the same coverage levels, with the same gender, age and marital status if not credit score.

Otherwise, it really boils down to whether you get good service from a particular company.

BTW, I live in Iowa (a fault state), use progressive, carry a $500 deductible have average liability payouts and I pay $540/yr for an H2 and $410/yr for an 8yo Grand Prix.
