I called up yesterday to tell the problem to Onstar. They said that it had been sent.
?
Well they sent another yesterday and told me that it would now show up around the 20th of the month. I said fine and sure enough, it arrived on the 20th, yesterday, without any issue.
Let's see what happens for November.

Surprise, surprise! Sure enough in my inbox today was my diagnostic report. Maybe they can make it two months in a row.
