I may be mistaken but I thought if it was factory, it didn't matter. Hence, if I ever had the urge to go darker, I think I'd just have darker, factory windows (if available) installed.
Of course in PA, most anything aftermarket that you do to a vehicle is technically illegal. I suppose it depends on how much time the locals have on their hands...

I had the front windows done today,they came out great.
They match the back good,they used 20%.

I had 35% 3M put on my front windows over a year ago. Just slightly lighter tint than rear windows, no problems.

Depends on your state Anti, I live in AL and the state has a tint law that discriminates, if you live in AL then you have one rule if your from out of state you fall under a diffrent category. You can go to court and beat it quite easily. (I've had to go twice so far, not in my hummer though)
Georgia had a similar law that (I believe the last year or two?) was struck down just for that reason.
If your stopped out of state you can go to court and fight using the interstate transportation act that you should not be jugdged under the state you are passing through but from your home state. And you can get the charges dismissed that way also. Couple of ways to beat it.
Main thing is to not give them a reason to stop you in the 1st place.

Are you saying dont do it, it gives them a reason to pull you over? Or are you saying dont speed and get pulled over, which gives them a reason to ticket the tint...?

The second don't speed in the 1st place. I used to have a big speeding problem with my RX-8 but since I got the H3 I haven't had that problem anymore.

CA law allows no tint whatsoever on front side (driver and passenger) windows and windshield. Rear windows can be as dark as you want. I have been pulled over and cited twice, $10 fix it ticket. But than you have to pay for it t be removed or remove it yourself, get it checked out and signed off at Sheriff station and then drive back to the tint shop and put it back on.  The stupid thing about it is a reason to pull you over if they suspect you of anything else so be careful. I was told stickers were probable cause too. I got pulled over specifically for this one:
