You could always do what I do, when confronted with the same problem back in Alaska.
Fry up a pound of bacon and let it cool. Set the cooked bacon aside for later consumption. Pick a strategic location in your favorite neighbors yard to pour the spent bacon bits and fat! Do it a few hours before they go to work!
A hungry bear can smell that $hit a mile away!
Close the door and just listen up...you'll know when the neighbor discovers the bear!

Hmm, really they said up to 25 people, well if you don't live in a highly populated area maybe they legally cant disturb it unless its causing harm or built like a home on your property, i mean after all they were here first. Also I dont have bears but i sure as he!l have allligators, A LOT in the lake in my backyard, and i know if we spot one and we call up they remove it and place it else where. however most of the time we just let them be becuase they were here first, and they are not cuasing any harm to anyone, if you just leave it alone. NExt time get pictures.!
