stupid question, will the "high" beams still work when flashed?
I heard xenon lamps cant do high beams because of the gas in the bulb?
Does that make sense?

I guess you figured it out but
Bi Xenon = Hi & Low Beam
Xenon = Low beam only
And even with the Bi's They are not brighter they just move the position of the bulb to shine higher.

There are cheaper ones.
I got BI Xenon with 2 different wattage in the filiment
so you can flash to pass.
