Not to be an a$$, but what proof do you have to support this? I have found nothing that says a felony will be tolerated, regardless of the crime.

A simple Google search usually pulls up what you need.

Looks like under certain circumstances you can but only as a juvenile when the felony was issued.

Yeah, but not a felony while currently serving as a member. That's a BIG NO-NO.
