Default Right temperature (passenger) air actuator

It started with a clicking noise, owning GM's I knew it sounded somewhat like an actuator.
So i pulled out the service manual and did some feelin around in my dash and found the noise coming from that actuator.

When i started the vehicle below 80 or so temp on passenger side and try to turn it up it over does itself, however when i start the vehicle with the temperature pretty hot then the actuator will work the whole time the truck is on all the way up and all the way down nonstop.

While this is a problem, My biggest concern, was that the actuator doesnt' move between 60 and 75 degrees on the passenger side (driver side was at 88 if that matters) Does GM reallyt think everything between 60 and 75 feels likes 60? or is the actuator not leaving room for the change?
