We are to lazy to put a new roll on. We just set it on the corner of the sink or the back of the toilet. So I doesn't matter.

Its simple. Ease of dispensing. When the toilet paper is under (as it should be) and you pull down on it, it dispenses with greater ease. I have also noticed that the dispensing action is much smoother when it is installed under. And really, this is note a joke post. I am not kidding. Under. Period. A toilet is a mans thrown, remember guys; your experience should be as luxurious as possible.

Never Used... I can deal with it being on the top or the bottom.
This is like the toilet seat argument... When I was married I got bitched at for not putting the seat down... So I in my infinite wisdow I put the seat and lid down.... Yeah I got bitched at for that too.
Don't blame me because you are too lazy to look where you put you A$$ before you put it there.

It goes over- it stay put and the pull is closer to the toilet. If it is under the pull is next to the wall.
Besides if someone is going for a second helping they touch the unused portion with their possibly sh1t and/or piss laden hand- and that is disgusting. 
Peeing while standing up is so savage btw.  |
